Sometimes C&F just takes a long time, but they really only care about things that you lie about, like unpaid taxes. I know of a number people who should never have passed C&F because

No bad reference from an employer that doesn’t reveal some sort of provable crime will result in any problems

If you’re honest, generally you’ll pass CF. I don’t know anyone who failed CF, including a few folks who were accused (but never charged) of Brock Turner like conduct during undergrad.
