looks like stained glass, but you could probably do it with clay

It looks like ceramic to me or something similar but you can do what others have said & use something like polymer clay with a glaze on it

Well there’s places you can go to do crafting in you local area specifically with glass and a kiln. There’s a place in Wisconsin called The Fire. You can go in and do pottery painting or glas

Its hard to tell without touching it, but it does look like fused glass. A small project like that wouldn’t be super hard, but it does require special glass and a kiln, so it’s an investment.

To me it looks like clay sticks that then have a sheen put on them after shaping/placing/baking, but others may know better
