Yes - you cut circles, add the horsehair to the edges, and then attach it to the waist. The spot you attach should be between the middle and edge of the circle - and you can change that spot

Some of these are probably spiral ruffles, but at least the first one is a gathered tulle skirt with several circles of tulle attached to the waist.

It's literally Circle skirts but pleated down the size. So you need like four to eight of them to go around the waist. There's tons of patterns sketches on the internet and a few tutorials on

No they’re cut in a spiral. You take a circle of fabric the measurement that you need and cut it into a spiral to achieve it.
