Here close to the Mexican border, it is common to not flush your used toilet paper but dispose of it in the adjacent trash can. The septic systems in Mexico are weak and can become overloaded

Regarding flushing, flushing doesn't always flush everything. Two flushes and sometimes there are still remainders. I'm not going to flush, reflush, and flush again in a public toilet to make
