Cover your vents, close the door and block the bottom edge; don't let it travel into the house. Get a really good respirator but you may be able to avoid sanding this stuff to much with a go

Oh come on. Hinges at the bottom, latch at the top. Blade around the edge and free up the latch, the top will tip in. You'll have to remove the curtain, it's installed blocking the window.

Unrelated to your window issue, if you're wanting some symmetry, your curtains can line up if you feed the rod through the second pocket on the side of the curtain.

LA’ Totally Awesome or Krud Kutter (red bottle) removes latex paint. You might also try heating the paint with a hair dryer and seeing if it will peel off the hinge.

Might have to use paint stripper on the parts you want removed. That's an awful paint job. Read the bottle of stripper before using. Citri strip is ok to use indoors.

With that top latch it might be designed to pivot inward hinged on the bottom and open up only at the top, I suspect that the curtain rods now prevent that, depending on how they are attached

...but be careful and don't use too much pressure. If it's an original 150 year old window that has never been replaced the glass will be very thin and easily cracked/broken.
