So, I just realized I have this gap in my garage door. Pretty sure there’s a rat or two scurrying about in there too, so I’d like to prevent other animals from doing so.

Is this a manual door or powered? If it's powered you can look in the manual to reset how far the door lowers (or google search for the manual).

You’re going to need to raise the garage floor. Dig a hole under the side of the house and use the jack from your car. Add rocks to keep the floor raised to desired height.
