I don’t think they are inherently too much but I don’t think this combo is doing you justice. It’s washing you out and it’s a small + small combo. I’d balance up top with something fitted but

I like both the skirt and top, but not so much together. It's not horrible - but could be better. I'd offset the ruffles with something a little more form fitting at the top.
