You need to add more than your pants measurements for the closure on the waistband. See how you must drag the waistband to close it? That this extra you need to add.

I specified the measurements for the open and closed waistband in the post, but I do agree that extra length needs to be added. I just have no idea how, as I extended the waist band pattern m

I think you’ve just done a bit of wonky maths.
In the first photo you’ve measured the waistband INCLUDING seam allowance. So you’ve automatically lost length there.
