So I don’t think you’d be able to add in seam pockets if you want the jacket to be reversible. I could be wrong though, but I can’t imagine how you’d be able to do that.

I think I would attack it like both sides have inside pockets

You can do inseam pockets on one side, which become patch pockets on the other. Check out patterns for reversible jackets and you'll see them. It's quite common.

You do a set of pockets on the outside either inseam or welt pockets and you do another set of pockets for the inside and treat the two layers separately
