I have about 130 mini photos that I need to merge NOT A PANORAMA its like a regular image. Id there any photo merging software or will I have to do it manually?

I'm not sure just what you want the output file to look like. Does Irfanview's contact sheet option give you what you want?

Old school Google Picasa can make it collage from a collection of photos. If you're looking around, at least search on photo collage and it might help you find other tools that can do it.
