Usually I pour a bottle of white vinegar in and hot water to cover for bit if they are goodnstuck then 3 air shims and the blow off

Try a 1-1/4" hole saw. Then use a gear puller to remove the center left over.

If it has holes I loop zip ties around the outside of the plate 12 , 3,6,9 like a clock . Wd 40 the bolt hole come back and wiggle or vibrate the ties in a side to side manner switching from
