For a bicycle part, I'm assuming it's powdercoated as well, looks like it.

Titanium can't be anodized black. And titanium "anodizing" is not the same as aluminum anodizing, wouldn't need to have it chemically removed, it can easily be polished right off.

If it is black it is not anodizing, most likely it is PVD coated... it will not strip the same as anodizing... material must be removed to remove the PVD coating.

worked in medical field, titanium is acid etched all the time. will leave a bright but dull finish, probably will have too electropolish afterwards
